Job Description

The Operations Supervisor coordinates their team’s activities and monitors that all operational work and tasks for their team are completed in a safe, effective and efficient manner. Oversees and provides hands-on guidance, direction and training to their crew as required. The Operations Supervisor has primary responsibility for training and assisting their team members in interpretation of procedures and production status. The Operations Supervisor must be able to be technically proficient in all areas of the plant. As Operations Supervisor, the incumbent must be able to plan and organize workloads and resource requirements and manage their area of responsibility so all Key Performance Indicators (KPIs) are achieved. As incumbent works 12-hour rotating day and night shifts, is responsible for all plant site activities as the senior Company representative on site during non-business hours (i.e. evenings, nights, and weekends). Serves as an advisor to the Operations Manager and other technical support groups. As senior leader on Emergency Response Team (ERT), the Production Supervisor (Thermal) mentors and guides newer team members.

This position operates within a COR, ISO 17025 certified, and OHSAS 18001 and ISO 14001 conforming plant environment and is expected to comply with all regulatory requirements. The facility operates on a 24/7 basis.

B.KEY RESPONSIBILITIES

The duties of the Operations Supervisor are as follows, but not limited to:

  1. Understands and promotes the Company’s, the Division’s, the Plant’s and the Department’s mission statement, values, and strategic goals.
  2. Proactively promotes through example a safe work ethic, attitude, and workplace.
  3. Manages employees’ compliance with all safety policies, standards, and procedures to achieve a safe work environment and safety for all staff and visitors as well as the Company’s, Client’s and Regulatory Agencies safe work objectives and requirements.
  4. Proactively models and maintains effective working relationships and communications with peers, management, direct reports, other Company departments, and staff. Models effective conflict resolution skills and effectively resolves any conflicts in a timely and respectful manner to achieve positive and healthy working relationships and workplace environment.
  5. Promotes a quality-first work ethic and attitude to provide a service of the highest standard achievable.
  6. Maintains confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures. Safely operates company owned, leased, or rented vehicles and/or mobile equipment. Incumbent is required to perform Safety Sensitive duties and responsibilities.
  7. Administers the Plant Safe Work Permit System.
  8. Demonstrates proficiency in the daily operation of all operating areas including the Control Rooms.
  9. Participates in the Plant training program.
  10. Manages the training of operators on their crew. Reviews previous log book entries and reading sheets.
  11. Writes daily logs.
  12. Takes and interprets unit readings.
  13. Verifies that all daily orders are completed.
  14. Updates Operations Manager of unit status.
  15. Monitors that housekeeping standards are maintained in all operating areas.
  16. Directs start up and shut down of equipment.
  17. Verifies operating areas are secured and safe during emergency conditions.
  18. Provides assistance during emergency situations.
  19. Participates as an active member in the quality improvement process.
  20. Performs Emergency Response Team (ERT) duties during an emergency.
  21. Required to be an active ERT member and attend and actively participate in monthly meetings and training.
  22. As senior leader on ERT, mentors and guides newer team members.
  23. Supports other initiatives of the Plant to promote a healthy and positive work environment and enhance employee morale and engagement.
  24. Completes other duties as assigned.

ENVIRONMENTAL, HEALTH AND SAFETY (EH&S)

  1. Understands and is accountable for responsibilities as Operations Supervisor as described in Sections 2-2 and 3-2 of the Alberta Occupational Health & Safety Act, the Swan Hills Treatment Centre Safety manual, EH&S Management System documentation and other relevant policies.
  2. Is an EH&S leader, explaining, following, and enforcing EH&S guidelines.
  3. Communicates EH&S policies and procedures to all team personnel.
  4. Provides resources for training and monitors that Environmental personnel are receiving all required training including job specific EH&S training.
  5. Conducts a Safe Work Plan (SWP) review prior to any non-routine and critical activities.
  6. Documents and maintains a record of the meeting.
  7. Verifies that all involved in a SWP understand the risks and sign the document prior to starting the job.
  8. Reviews safety and environmental practices for contractors assigned to him/her.
  9. Conducts a pre-job safety meeting with the contractor’s supervisor and his/her staff to review policies applicable to the job.
  10. Reports all incidents, non-conformances, near misses, concerns and potential legal non-compliances immediately to their Manager. Acts upon, in a timely manner, any unsafe conditions observed. Performs work only where competence is met. Reports all out of the ordinary, external communication to their Manager.
  11. Produces legible and identifiable records and documents, controls documents and records and prevents production of unauthorized copies of documentation.
  12. Consults with the responsible Manager on replacement of lost or damaged documentation.
  13. Participates in pre-approved training to advance skills and competence.
  14. Understands role in an emergency.
  15. Cooperates with auditors to facilitate successful audits.
  16. Allocates work only to competent personnel, based on training, experience and education.
  17. Reviews critical procedures as assigned.
  18. Monitors the proper upkeep and maintenance of required safety equipment in the field and their use as per instructions provided.
  19. Conducts daily H & S site inspections and documents the findings, verifies that personnel are competent for the assigned activities, especially on equipment that may cause an adverse impact on site EH & S performance or may influence significant aspects.
  20. Records and maintains operational documents under their care and control, and takes action that any equipment/tool deficiencies that can cause adverse impact to site EH & S performance are immediately reported and are isolated or taken out of service.
  21. Maintains a safe and clean workplace at all times and monitors that department personnel and contractors also maintain a safe and clean workplace at all times.
  22. Participates in Process Safety program as directed by the Operations Manager. Participates in HAZOP, Risk Assessment, and Pre-Startup Safety Reviews as required.
  23. Initiates and follows proper Management of Change process for all significant changes and new additions under his/her control. Conducts incidents investigations (when assigned) and performs incident cause analysis as required.

LEADERSHIP

  1. Provides pro-active leadership and supervision of all staff resources within their team to maintain a functional team in line with overall Plant forecasts and Company policies and strategic plans.
  2. Develops, coaches and mentors personnel.
  3. Contacts on-call replacement staff to provide cover-off duties for vacation and/or illness relief.
  4. Sets Team’s operational goals and objectives and Key Performance Indicators (KPIs).
  5. Informs direct reports of Corporate and Plant’s goals, objectives, and KPIs.
  6. Collaboratively assigns goals, objectives and KPIs with direct reports while verifying their personal objectives are in alignment.
  7. Monitors that progress is continuously being made towards the Company, Plant and Team’s goals, objectives and KPIs.
  8. Directs and supervises the duties of the Operations team. Identifies and recommends changes to staffing levels to achieve Team’s objectives.
  9. Recruits, selects and orientates new staff per Company policies and procedures.
  10. Prepares annual training program and executes once approved.
  11. Monitors that all staff are adequately trained and demonstrate effective skills to achieve and maintain quality standards and production targets as well as the Company’s and Team’s objectives.
  12. Schedules, conducts, and measures training activities for their Team.
  13. Monitors and conducts evaluations of personnel performance and addresses any concerns or infractions in a timely and respectful manner as per Company policy and practices while focusing on consistency, accountability and responsibility.
  14. Provides ongoing feedback to all direct reports based on observable behaviors and maintains log for input when conducting annual staff performance assessments to ensure a fair and equitable assessment.
  15. Conducts formal performance assessments and follows-up on progress towards goals and objectives and KPIs.
  16. Reviews position descriptions and Job Hazard Assessments (JHA) with direct reports annually or as required and makes changes if necessary.
  17. Seeks input to identify issues and opportunities to enhance staff job satisfaction and retention and provides recommendations for new initiatives to management for approval.
  18. Acts as a coach/ or facilitator as required in all personnel matters within their team.
  19. Monitors that all staff documentation is current and accurate and submitted in a timely manner to achieve Company objectives including minimizing Company liability.
  20. Authorizes direct reports’ timesheets (verifying that they are in compliance with company policy and regulatory requirements) and leave of absences.

FINANCIAL MANAGEMENT

  1. Supports Management to control financial performance of the Department including setting annual budget, daily controls, and targets within the Company’s policies and practices.
  2. Manages Client’s projects within scope of responsibility to achieve time and budget expectations.
